I was talking to a friend of mine who was misbilled for a recent hotel stay. I'm curious who, in a situation like this where he can't reach an agreement with the hotel management, that he could turn to. Is there an organization that oversees situations such as contested hotel billings? Or would this just be a matter for the better business bureau?

the first step would be to contact the credit card company and contest the charge
In most cases the credit card company will require the hotel to prove the charges in some way
